South Coast Air Quality Management District (AQMD), one of the nation's largest and most technologically sophisticated environmental compliance agencies, is headquartered in Diamond Bar, California, 30 miles east of downtown L.A., near the junction of the 57 and 60 freeways. The work we do affects the quality of life of over 17 million people living in four Southern California counties!
AQMD seeks technical experts in mobile source emissions, alternative fuels, and zero emission technologies with excellent communication and organizational skills and a strong commitment to improving air quality. Air Quality Specialist is the experienced, journey-level class in the professional air pollution control series and requires directly related professional experience. Air Quality Specialists (Technology Advancement - Mobile Source) are responsible for: Developing mobile source regulations and regulatory programs, including preparation of written reports, position papers that analyze options and recommend actions, graphs, charts, and statistical summaries Planning and implementing control technology research, development, and demonstration projects and programs Conducting research and analysis of complex technical issues relating to mobile sources, alternative fuels, and zero emission technologies Working with industry, environmental groups, and other government agencies at the federal, State, and local levels to develop and adopt new and cleaner technologies Working independently in areas of project and contract management Serving as subject-matter expert on mobile sources, alternative fuels, and zero emission technologies Representing the agency in meetings and making presentations

| Skill Requirements |
MINIMUM EDUCATION AND EXPERIENCE: These positions require graduation from an accredited college or university with a bachelor's degree in engineering, environmental science, planning, or the physical, social, or biological sciences AND two years of professional experience that would demonstrate the requisite knowledge, skills, and abilities. The most competitive candidates will possess: An employment history of increasingly responsible positions and successful completion of related complex technical assignments Solid expertise in mobile source emission control technologies and air quality regulations Proven accomplishment in designing and implementing control technology research, development, and demonstration projects and programs Strong technical research and analysis skills, including use of spreadsheets, databases, and other automated statistical software Demonstrated ability to gather and analyze complex data and prepare succinct and easy to understand reports and recommendations Proven ability to work independently and to lead others under extremely aggressive timelines Demonstrated ability to cultivate and expand networks of peers and technology and regulatory experts Knowledge of and experience with relevant federal and State laws and AQMD environmental rules and regulations Proven ability to handle controversial issues and concerns raised by special interest groups and other members of the public and to diplomatically and persuasively influence and negotiate win-win agreements Exceptional leadership, oral presentation, negotiation, and written communication skills
