Job Description
I. Job Summary

Prepare permit applications for new Treatment Storage & Disposal (TSD) facilities and modifications thereto; respond to agency comments on applications and direct the efforts of consultants in the preparation of permits and supporting documents.

II. Essential Duties and Responsibilities include the following:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned.

Obtain permits from federal, state, and local agencies for hazardous waste, waste water, air permits, etc. and obtain technical, permitting consulting services where needed.

Maintain close liaison with regulatory agencies.

Manage engineering consultants to provide studies, reports, conceptual designs and data required to support the permit applications.

Update site permits, prepare permit modification requests, prepare and update documents required by the permits and provide guidance to site personnel in permit and regulatory requirements.

Assist in the environmental management of construction projects to identify and comply with permit requirements.

Assist in the development and design of landfills and other hazardous waste management units, including preparation of drawings, specifications and QA/QC procedure requirements.

Prepare Requests for Proposals (RFP’s) and Statements of Work (SOW’s) to obtain consultant bids on permitting projects.

Perform review of construction drawings for proposed facilities to determine permitting requirements and potential environmental issues.

Provide technical support for response to customers or community requests for technical information.

Manage capital construction projects, including authorization, cost estimating, contract preparation and oversight, and project control.

Required to use motor coordination with finger dexterity (such as keyboarding, machine operation, etc) most of the work day;

Required to exert physical effort in handling objects less than 30 pounds rarely;

Required to be exposed to physical occupational risks (such as cuts, burns, exposure to toxic chemicals, etc) rarely;

Required to be exposed to physical environment which involves dirt, odors, noise, weather extremes or similar elements occasionally;

Normal setting for this job is: landfill and office setting.

Skill Requirements
Qualifications

The requirements listed below are representative of the qualifications necessary to perform the job.

A. Education and Experience

Graduate degree with B.S. in Civil, Environmental or other Engineering disciplines.

4 - 8 years work experience related to hazardous waste, treatment facilities, disposal, industrial wastewater treatment or chemical processing industry with permitting, regulatory agency interface or design related activities.

B. Other Knowledge, Skills or Abilities Required

Knowledge of regulations, ability to manage engineering consultants, projects and personnel. Professional engineering registration desired.

Experience in permitting with state agencies and remedial investigations including project management.

Excellent written and verbal communication skills.

Computer knowledge including Microsoft Word and Excel.
